IOC AE mode revised - January 2014

After 9 months of public scrutiny of the IOC proposal published on March 2013, no more issues than the already published here have been raised and I spent some time during last Christmas to review IOC specification:

This revised specification was posted by NIST on its modes development web page on last January 2014 (many, many, thanks!). I'll try to submit it to CAESAR challenge if I find some spare time to spend preparing the requested info ... I would like to do so ... but ... I cross my fingers.
